📊 What Does MEAL Mean?
MEAL stands for Monitoring, Evaluation, Accountability and Learning. In humanitarian and development organizations, MEAL teams help ensure that projects are implemented properly, results are measured, beneficiary feedback is considered and lessons are documented for improving future programs.
A MEAL Monitor may therefore work with field teams, beneficiaries, partners and project staff to collect reliable information, conduct monitoring visits, verify project activities, analyze findings and contribute to reporting and learning.
🎯 Main Objectives of the MEAL Monitor
- Implement MEAL systems and mechanisms in line with ACTED's MEAL procedures.
- Support assessments, monitoring and evaluation activities.
- Help generate reliable information for timely decision-making.
- Ensure lessons learned and best practices are documented.
- Support beneficiary feedback and complaints mechanisms.
- Contribute to improved project quality and accountability.
- Support safeguarding functions within relevant projects.
📌 Key Responsibilities
1. MEAL Systems & Technical Support
- Contribute to MEAL strategies, work plans and frameworks.
- Ensure MEAL findings and recommendations are considered in future project planning.
- Implement ACTED MEAL policies and procedures.
- Support the rollout of monitoring and reporting systems.
- Provide technical assistance to staff and partners where required.
2. Monitoring, Assessment & Evaluation
- Carry out assessments, monitoring exercises and evaluations.
- Support baseline, mid-term and end-line assessments.
- Develop or use data-collection tools and questionnaires.
- Conduct surveys, focus group discussions and key-informant interviews where required.
- Supervise data-collection activities and field teams.
- Ensure data is collected according to required quality standards.
3. Data Management & Analysis
- Maintain electronic and/or paper-based MIS systems.
- Track quantitative data and project indicators.
- Analyze monitoring and MEAL data.
- Produce reports, factsheets, tables and charts.
- Measure and report project performance indicators.
- Provide relevant data to project and program teams for reporting.
4. Learning & Documentation
- Document lessons learned and best practices.
- Share knowledge with project managers and technical teams.
- Support learning events and discussions.
- Identify project successes that may be scaled up.
- Identify challenges that require corrective action.
5. Beneficiary Feedback & Accountability
- Support the ACTED beneficiary feedback mechanism.
- Ensure beneficiary complaints and feedback are properly recorded.
- Help analyze beneficiary feedback.
- Support timely responses to complaints and feedback.
- Strengthen accountability to affected communities.
6. MEAL Team Management
- Supervise and guide MEAL Assistants, Monitors and Enumerators where assigned.
- Follow up on team work plans and daily activities.
- Provide coaching and mentoring.
- Identify training and capacity-building needs.
- Promote positive teamwork and a professional working environment.
